Dirt Bike Road Riding in Cedar Ridge

I was wondering if the three youths that ride their off road bikes up and down the hills of Cedar Ridge, are doing it legally?
They ride around a lot and I was just wondering if they can be on the road with cars. I came across one as I was rounding a bend and I almost hit him.
Just wondering if this activity is welcomed here in Cedar Ridge and is it legal etc. Any feedback would be appreciated.
